  16. <p>If Libya is really changing course, Gaddafi might be doing the
  17. </p>
  18. <p>    Libya's tame Parliament, the 631-member general People's
  19. Congress, concluded 11 days of reportedly heated debate with
  20. the announcement that it would not object to handing over two
  21. suspects in the Pan Am 103 bombing to the U.N. or the Arab
  22. League for trial. The session was accompanied by a series of
  23. articles in the government press critical of the policy line of
  24. the country's leader, Muammar Gaddafi.
  25. </p>
  26. <p>    Since the Libyan press is at least as tightly controlled as
  27. the parliament, experts suggest Gaddafi himself might be
  28. orchestrating the change in policy. If he is, the suggested
  29. offer still falls short of demands from the U.S. and Britain.
  30. The two insist that the Libyan intelligence operatives be tried
  31. either in Britain, over whose territory the bomb went off, or in
  32. the U.S. Still, the offer might confuse the issue enough to
  33. weaken international solidarity when the next round of economic
  34. sanctions against Libya is scheduled to take effect, in August.
